Wheelchair-bound tourist obtains his urinal bags, which were withheld by Bali customs, after video goes viral

A clip went viral over the weekend depicting a wheelchair-bound foreign male leaving the Ngurah Rai Customs Office looking dejected after he was not able to acquire a package containing urinary collection devices due to a lack of “import permit.”

The clip was first shared by @erichjae on TikTok before it spread widely. It was reported that the package was sent to the foreign male for free.

After the incident became viral online, Ngurah Rai Customs officials reportedly met with the man, known as Finnish national Panu Ruokokoski, on Saturday. Ruokokoski later received his package.

Ngurah Rai Customs spokesman Bowo Pramoedito confirmed the handover in a written statement made available to the press.

“Weighing humanitarian principles [with] support and intense coordination with the Ministry of Health of Republic of Indonesia, Mr. Panu Ruokokoski as the owner of the items have received the medical devices,” he said.

The package reportedly contained three single-use hydrophilic catheters, three urinal bags, and two packages each containing 30 condom catheters. 

Ngurah Rai Customs stated that these items were listed under limited imported items based on Ministry of Health regulations. Recipients are obligated to meet import requirements in the form of a license issued by the ministry to obtain the package.

The clip went viral on Friday with many netizens lambasting the officials. It should be noted that the Ministry of Finance is currently under intense public scrutiny amid widespread online exposure of tax and customs officials living well beyond the means of their modest pay.
