Cop accused of raping drug suspects’ daughter; said it’s ‘not new’ practice

Is this how rotten the Philippine National Police (PNP) has become?

A rookie cop was arrested on Saturday for allegedly raping the 15-year-old daughter of a couple suspected of selling drugs. He denied the charges but later told PNP National Capital Region Police Office (NCRPO) chief Police Director Guillermo Eleazar that cops do it all the time.

The Philippine Star identified the policeman as Eduardo Valencia of the Manila Police District (MPD) Station 4 drug enforcement unit. He was arrested by his own colleagues from his home in San Nicolas, Pasig City.

Valencia arrested the girl’s parents for drug charges. The parents, along with their daughter, were taken to the police station for questioning.

According to GMA News, Valencia allegedly told the girl that her parents would be exonerated if she would have sex with him. The girl’s mother told her to refuse but Valencia went ahead and allegedly raped the girl in a hotel in Sta. Mesa where he brought the child.

In a report by the Manila Bulletin, the victim’s mother said that Valencia and two other men forced her daughter to drink beer before Valencia raped her.

Crying, the mother said: “What has my daughter done to him? Why is he like that? You have children why do you have to do that to the child? You ruined my daughter’s future.”

After his arrest, Valencia was presented to Eleazar who admonished him in front of reporters. Eleazar told Valencia: “That’s why our (PNP) reputation is ruined because of people like you.”

When Valencia denied the accusation, Eleazar told him “There are [medical] results [proving that she was raped]. The child said [that she was raped].”

In a video captured by GMA News, Valencia said in Filipino that rape in anti-drug operations happens often.

He said: “Sir, I have family. Sir, that’s not new (rape) among our operatives when we catch drug pushers.”

Criminal and administrative cases will be filed against Valencia while his victim was placed under the custody of the Department of Social Work and Development.
