Man of subnormal intelligence sentenced to jail and caning for mischief and molest

22-year-old Phui Jun Ming would at first seem to be an unrepentant, relentless criminal offender, but medical reports revealed him to have subnormal levels of intelligence.

Yesterday, he was tossed a 12 month jail sentence and one stroke of the cane for two charges of outrage of modesty and one of mischief by fire, The New Paper reports. 

Just hours after receiving a $2,000 fine for setting fire to his neighbours clothes that was hung on a bamboo pole, Phui molested a 14-year-old girl in a lift in June last year. Nine days after that encounter, he molested a 28-year-old lady by putting his hand through her open bedroom window and stroke her legs. The week before the two molestation cases, he was caught trying to burn a stack of newspapers stored outside a unit. 

In court, Phui’s lawyer asked for only a single stroke of the cane due to his low intelligence and poor impulse control. His sentence was deferred to Feb 24, after Chinese New Year upon the lawyer’s request.
