Jailed: Man who filmed 10 men urinating in a public toilet, just for his own arousal

Ten men were filmed while urinating in a public toilet at Nanyang Polytechnic — all so an IT consultant could get off.

Kwan Jia Hong, 34, received a six-week jail sentence yesterday after pleading guilty to two charges of making an obscene film and one charge of possessing an obscene film, Yahoo News Singapore reported. It was revealed during investigations that Kwan felt aroused when looking at his victim’s genitals, and the videos he recorded previously would be viewed a couple of times before being deleted.

On July 14 last year, Kwan visited a male public toilet on the ground floor of the polytechnic, intending to film unsuspecting male victims while they urinated. He would hold his handphone with one hand and position its camera lens towards their lower body, recording them as they relieved themselves. He would then leave the toilet and enter again to find another victim.

Over the course of one hour and 15 minutes, six videos were recorded, according to Yahoo News Singapore. All of the videos captured the victims’ genitals, with one clip in particular managing to record five different men.

Kwan’s spree was finally shut down by one of the victims, who got suspicious. The 18-year-old Nanyang Polytechnic student observed the man for a while before confronting him, and called the police when Kwan refused to hand over his phone. The IT consultant then offered to delete the video, but the student turned him down.

Police arrived later on and seized the phone, finding the obscene videos Kwan made at the toilet. Further investigations found another phone of his that had videos of men urinating, masturbating and engaging in various sexual acts.

In court, Kwan’s lawyer called for a fine to be imposed, noting that the offender was of good character, citing references and testimonials from teachers and colleagues. He said that the offenses were committed “on the spur of the moment” and that Kwan has taken steps to rehabilitate.

The prosecution, however, argued that six-weeks imprisonment is needed as Kwan “intruded the privacy” of his victims and that this was not the first time he filmed men in a public toilet.
