Jailed: Former volunteer cop who sexually abused autistic teenage boy

Despite having experience as a lawful officer of the Voluntary Special Constabulary (VSC), a 53-year-old man has been sentenced to jail for the heinous crime of sexually abusing a mentally disabled teenage boy. 

Koon Kok Wai pleaded guilty in court yesterday to one count for outrage of modesty and one count for sexually assaulting the victim — whom he met in the course of his duties as a VSC officer — back in 2014, Channel NewsAsia reports. 

Koon first came across the 17-year-old autistic boy during a call by a member of the public, who alerted the authorities about victim lying on the pavement. Upon seeing the uniformed officers, the boy ran away but they managed to calm him down. 

After taking down his personal contact details, Koon befriended him through telephone calls, even visiting him and buying food for the autistic teen. 

It was about a month after Koon first met him that he molested the boy. They met at a public swimming pool, where the man entered the same shower cubicle as the victim and molested him. 

Days after that incident, Koon called the victim again, learning that the boy was alone at home. He came to the boy’s house, where he sexually assaulted the victim in his own bed. 

By then, Koon had already gotten the trust of the teen’s mother, who was grateful for his help in looking after her son as she was busy taking care of her ill husband. 

Days later, Koon called the boy for a meet-up, of which the victim’s mother joined as well. Koon even suggested that the boy spend the night with him, but fortunately the victim’s mother declined. It was later on that the boy told his mother about the sexual abuses.

In court, the prosecution urged the court to impose five years’ jail on Koon, as his actions were noted to be premeditated, and had abused his position as a police officer to exploit the victim and his mother’s trust. The judge agreed, and sentenced him to five years in jail — but no caning, considering he’s above 50 years old.
