Who says HDB flats can’t be award-winning residences? A Build-To-Order estate in Hougang just become the first ever public housing project to receive the highest honour for construction quality — a CONQUAS Star.
Located along Serangoon Road, Hougang Capeview scored highly in the Construction Quality Assessment System (CONQUAS), the system used by the Building and Construction Authority (BCA) to measure the quality of housing projects. Channel NewsAsia reports that the project scored above 95, higher than the national average of 88.2.
HDB attributed the win to Qingjian International, the contractor behind Hougang Capeview. This of course is a marketing win for the Housing Development Board, who’ve faced flak over repeated cases of questionable build quality in BTO flats. Most of the time though, people were just mad about the literally shitty conditions they faced in their new homes.
