February 14 may just be Valentine’s Day for most people, but it’s got an even deeper meaning for the Correctional Institution for Women (CIW).
“The CIW was established on Feb 14, 1931, as a branch of the Bureau of Corrections at the Welfareville Compound in Mandaluyong,” notes Inquirer Research’s Marielle Medina on Inquirer.net.
