Santiago then suggested, “The Philippine National Police should immediately bill Napoles under a Cost Recovery Program if she wishes to avail of protection for her security and safety, then the obvious legal remedy is for her to apply to the Witness Protection Program administrated by the Department of Justice.”
The report pointed out that last month “Deputy Presidential Spokesperson Abigail Valte said last month that the PNP only follows the order of the court and Malacañang’s hands are tied.”
