But when was ticket scalping ever legal?

Two Quezon City councilors reminded the local police about a 1997 ordinance on ticket scalping, asking the top police official to dispatch more officers around Smart Araneta Coliseum in Cubao, Quezon City. Councilors Bong Suntay and Anjo Yllana told Chief Supt. Richard Albano, Quezon City Police District Director, that ticket scalping, the selling of tickets at a large profit outside authorized sellers, carries a P5,000 fine and a year-long imprisonment. The councilors said scalping was rampant during the last two games of the UST-DLSU series, with the police unable to arrest a single scalper then, reports Tempo. Alas, the winner-take-all Game 3 of the Finals will be on Saturday, not in Quezon City but at the SM Mall of Asia Arena in Pasay.
