It’s now a full-blown human rights violation issue.
“Hataw tabloid photographer Bong Son recently posted on Facebook a photo of four Manila Police District (MPD) Integrated Jail inmates who were chained and padlocked to each other,” reports ABS-CBNnews.com.
In the photo that he posted on Hataw‘s Facebook page, by photographer Bong Son remarked that the four inmates were chained up instead of being handcuffed as they were being escorted out of the police station.
According to the report by dzMM correspondent Noel Alamar, “the four suspects were about to be brought to the Manila City Jail when the photo was taken.”
For his part, MPD director Chief Superintendent Rolando Nana argued that “no law was broken when they chained the prisoners, who are accused in murder and human trafficking cases.”
Nana added that “the Revised Penal Code allows the use of shackles on prisoners, who are classified as “dangerous,” while they are being transferred to another jail.”
MPD jailer Robert Cleofe, on the other hand, admitted that they while they have handcuffs ready for use, “they preferred to use chains and padlocks in fear that the prisoners will escape, because there was an event being held at the MPD quadrangle.”
The report explained that “Cleofe has since been temporarily relieved from his post while the case is being investigated by the Philippine National Police.”
