Sometimes, the worst criminals are those tasked to stamp out crime. Yes, Philippine National Police, there are bad apples in your cart that make the rest of you look rotten.
A 21-year-old woman incarcerated at Valenzuela City Jail sought the help of senior inspector Milan Naz, chief of the police investigation unit, after another cop allegedly forced her to have sex with a male inmate.
“Last Aug 5, the victim said she was awakened from her sleep at around 2am by Police Officer 3 Fernando Mariano, who proceeded to escort her to the detention cell of a male inmate named Raffy Libiran,” report Edd Reyes and Hannah Rhocellhynnia Cruz on Journal Online.
Valenzuela City Jail, a five-storey structure, with a female-only floor, has been lauded for its state-of-the-art facilities and humane setup. However, the improved jail setting apparently hasn’t deterred those who want to break the law.
According to the victim, PO3 Mariano told her that something bad would happen to her is she didn’t have sex with Libiran. The woman is in jail for drug-related charges, so it’s understandable why she would be scared out of her mind.
However, on Sun, Aug 14, the victim found the courage to confide in senior inspector Naz, who leads Bible study sessions with female inmates.
Naz immediately ordered the Women and Children’s Protection Desk (WCPD) to conduct an investigation on the case, which confirmed that the incident did happen.
Valenzuela City police chief Senior Supt Ronaldo Mendoza has ordered Mariano’s arrest and police have filed a case against him for violating R.A. 9202 or the Anti-Trafficking of Persons Act of 2003.
Libiran has also been charged with rape.
