‘Topless’ banned in San Juan

San Juan ain’t a place for shirtless toughies. The city government has banned people from being half-naked or shirtless in public places. Violating the ordinance could mean a fine or a three- to five-day stay in jail. According to the ordinance, San Juan’s stature as a “premier urban center” must be maintained by having its people looking decent at all times. The ordinance defines half-naked as either “wearing clothes covering the lower portion of the body without any top apparel.” The measure doesn’t say anything about being completely naked in public. MM
