The owner of a white SUV and its assigned driver, who violently ran over a mall guard in Mandaluyong City, have been summoned by the Land Transportation Office (LTO) over a shocking hit-and-run incident that was caught on video.
The guard, identified as Christian Joseph Florande, 31, was directing traffic at the intersection of Julia Vargas Avenue and St. Francis Street at 4pm on Sunday when he attempted to signal a white SUV to stop and give way to other vehicles as the car was occupying the junction.
As seen in the dashcam footage, the SUV abruptly stopped but then proceeded to accelerate, as it ran over the security guard’s chest and sped off.
According to reports, the victim is still recuperating at a hospital and is having difficulty breathing, as well as having suffered head injuries.
The LTO said that it gave a show-cause order to the vehicle owner and its driver to appear and explain why the latter should not have his driver’s license revoked in light of the incident.
The driver faces numerous violations under the Land Transportation and Traffic code, including reckless driving and the duty of the driver in case of an accident, which requires him to show his license, his true name and address, and the vehicle owner’s true name and address at the scene of the accident.
According to the police, the driver also faces a frustrated murder charge, while the owner may face initial charges of reckless imprudence resulting in physical injury.
The Philippine National Police also confirmed that the lawyer of the vehicle owner has gotten in touch and has sent feelers for surrender.
