Muntinlupa residents are furious upon learning over the weekend that the Bureau of Corrections (BuCor) has built three walls in different sections of Insular Prison Road, which left them unable to access other parts of the city.
Representative Ruffy Biazon called the wall “illegal” and a “nuisance” based on the country’s Civil Code because it “interferes with the free passage of a public highway or street.” He said that with the obstruction, residents will have a hard time getting modules for their children from a nearby school, and police and firemen will not be able to reach blockaded areas in case of an emergency.

“What is more alarming is that no proper coordination whatsoever was made with the City Government of Muntinlupa and the village prior to the implementation of this order from BuCor,” the congressman added.
The Insular Prison Road is located at the New Bilibid Prison Reservation. It gives access to residents of the National Housing Authority Southville 3, a public housing area, to different parts of Muntinlupa. Southville residents were told by the BuCor late last week that there would be a lockdown, but the bureau did not inform them that the government was planning to build the wall.
Muntinlupa City Hall was also left in the dark about the bureau’s plans, leading Mayor Jaime Fresnedi to write to the BuCor to say that it should have given residents “a little courtesy” by being transparent about erecting the wall.
BuCor built the wall supposedly for “security reasons” to protect itself from a few Southville residents who would allegedly commit crimes in other parts of the reservation.
