Secretary Judy M. Taguiwalo of the Department of Social Welfare and Development (DSWD) just shared the government’s multi-agency approach to address the needs of the drug dependents who voluntarily surrendered in light of President Rodrigo Duterte’s war on drugs.
Through her official Facebook page, Taguiwalo shared a chart showing the National Drug Rehabilitation Program (NDRP) with its three “pillars of intervention.”
The NDRP’s goal is to “[help] drug users and pushers who have surrendered to rehabilitate themselves and return to the fold of society as productive members” through rehabilitation, transformation and reintegration into society.
Taguiwalo wrote on her Facebook post, “Matagal na rin pong hiningi ni Pres. Rodrigo Duterte sa kanyang cabinet secretaries na bumuo ng programa para sa mga drug addict at pusher na sumuko sa batas. Ito na po iyon.”

Taguiwalo adds, “Sa mga darating na araw, palalalimin natin ang papel ng DSWD sa programa kontra droga. Layunin po nating tulungan ang mamamayang Pilipino na iligtas ang sarili mula sa kapahamakan at pinsalang dala ng droga. Tulungan po natin ang mga nalulong sa droga na magbagong-buhay hangga’t kaya!”
(In the coming days, we will intensify the role of the DSWD in the program against drugs. Our goal is to help the Filipino people to save themselves from danger and harm caused by drugs. Let us help those who are addicted to drugs to change their lives as much as possible!)
The three “pillars of interventions” include the following steps:
1) A Center-based Rehabilitation Program
This is the “creation of database/profile” of the drug dependent with lead agencies include the Department of Health (DOH), Philippine National Police (PNP) and PDEA (Philippine Drug Enforcement Agency).
2) Community-based Rehabilitation Pillar
This refers to the “design of a community-based and holistic recovery and rehabilitation program to make the community (barangay/village level) a rehab center for drug users/pushers” who surrendered. Lead agencies include the PNP, DSWD and TESDA (Technical Education and Skills Development Authority).
3) Aftercare, Reintegration and Transformation Support for Recovering Drug Dependents
This is the “provision of a wide-array of aftercare services for recovering drug dependents and their families to hasten and strengthen their rehabilitation and reintegration” into society. Lead agencies include the DSWD, Department of Agriculture, TESDA, DOH and Department of Education.
Now that sounds like solid plan!
