The Senate has ratified a measure that postpones the upcoming Sangguniang Kabataan (SK) elections in October. The measure, which both houses of Congress consolidating their respective versions in the bicameral committee, will be sent to President Aquino to be signed into law. The measure mandates the Commission on Elections to reschedule the Oct. 28, 2013 polls “to a date … between Oct. 28, 2014, and Feb. 23, 2015.” In light with the postponement, incumbent SK officials would still see their terms expire on Nov. 30, and they stop representing the youth sector at local government councils such as the barangay council, municipal council, city council or the provincial board, according to the measure. It also mandates the barangay council to have control over the SK budget, which is to be used “solely” for youth projects. MM
