Senate report confirms Yolanda bunkhouses are substandard

We’re not surprised by such findings anymore.

“The 15-page report of the Senate’s committee on public works, led by Senator Ferdinand Marcos Jr., says the bunkhouses, designed to serve as temporary shelters for the Typhoon Yolanda victims, are below specifications due to the lack of construction materials and the manpower needed to build them,” reports Macon Ramos-Araneta in Manila Standard Today.

But the report said that “the bunkhouses are not overpriced as some critics said earlier.”

The report added, “The prevailing emergency situation then compelled the government to urgently construct the bunkhouses despite the lack of quality resources in order to save lives, which is more important than compliance with the technicalities of the law.”

However, the report also says that “the homeless families failed to immediately occupy the bunkhouses despite the emergency situation due to the stringent requirements being imposed by the Department of Social Welfare and Development.”

The findings of the report seem surprisingly fair, considering the circumstances.
