Malabon City residents have been stealing sandbags that the city is using to control flooding along the Tullahan River dike according to an Inquirer report.
The report quotes Malabon public information officer Bong Padua as saying a man was caught on CCTV stealing the sandbags.
He was not the only one doing that, apparently, and the city says the theft of sandbags and other flood control materials has become rampant in Malabon, which declared it was in a state of calamity on Tuesday.
More than 1,000 families have been evacuated from their homes.
