QC Mayor Herbert Bautista approves ‘curfew ordinance’ for minors

Parents won’t see any problem with this. But will teens think this is too strict?

“Quezon City Mayor Herbert Bautista has approved a measure that will prohibit minors from roaming around public places in the city from 10pm to 5am,” reports Janvic Mateo on Philstar.com.

The ordinance was signed on July 31 and released Tuesday, August 5. The ordinance will take effect as soon as the implementing rules and regulations are sorted out.

The report explained: “Based on the measure, no person under 18 shall be allowed to roam around, loiter, wander, stay or meander in all public places during disciplinary hours—from 10pm every night up to 5am the next morning—whether singly or in groups without lawful purpose or justifiable reason.”

The measure, as the report added, “also prohibits parents or guardians from allowing a minor to remain in public places in the city during the designated discipline hours.”

However, minors who are in public places but are accompanied by their parents or guardians are exempted.

The ordinance sets the following penalties against the parents or guardian of the child who will violate the stipulations:

—First offense merits counseling and a fine of PHP2,000 or 48 hours of community service.

—Second offense merits two counseling sessions and a fine of PHP3,000 or 72 hours of community service.

—Third offense entails the minor being turned over to the social services development department of the city, with his or her parents facing a fine of P5,000 or imprisonment of six months.

Take note: Minors who are not official Quezon City residents will be covered by the ordinance as long as they are inside the city’s territorial jurisdiction.
