QC implements ordinance ensuring safety of kids who are motorcycle ‘back riders’

Because some adults have no common sense when it comes to children’s safety.

“Quezon City Mayor Herbert Bautista recently signed into law Ordinance No. SP-2395, S-2015, principally sponsored by Councilor Melencio ‘Bobby’ Castelo Jr., which seeks to ensure the safety of every child ‘back rider’ on motorcycles by requiring the young passenger a standard protective helmet,” reports Cory Martinez on Journal Online.

The report noted: “Under the law, the young passenger would only be allowed to ride on a motorcycle unless he/she can rest his/her feet on the footrest, can hold on and embrace the waist of the motorcycle driver and is mentally capable appreciating the need to hold on to the rider-driver.”

Castelo further explained that that “small children should be discouraged from riding on motorcycles if this would be very dangerous for them.” He cited a study conducted by Safe Kids Philippines that at least 35,000 Filipino children are victims of road accidents each year, most of which are caused by motorcycle mishap.
    
Those who violate the ordinance will be fined PHP1,000 for the first offense, PHP2,000 for the second offense, and PHP5,000 for the third and succeeding offenses.
