They seem to be the exception, as prisoners in other Yolanda-hit areas took advantage of the chaos and escaped when the jails they were in got damaged. *According to the report, a total of 141 inmates bolted Tacloban City Jail, while as many as 600 prisoners reportedly escaped from the Leyte Provincial Jail.
