7 ‘armed and dangerous’ hulidap cops missing, escape QCPD custody

Seven of the eight cops involved in last year’s frustrated “hulidap” kidnapping attempt are now fugitives — and they have been described as “armed and dangerous”. 

“The National Capital Region Police Office has ordered a manhunt for seven of eight policemen tagged in the PHP1.2-million ‘hulidap’ incident along EDSA in September last year after a Mandaluyong court issued a warrant for their arrest,” reports Non Alquitran in The Philippine Star. 

Early this month, Judge Carlos Valenzuela of the Mandaluyong City Regional Trial Court Branch 213 had ordered the arrest of eight men — senior Inspectors Allan Emlano, Oliver Villanueva and Marco Polo Estrera; Senior Police Officer 2 Ramil Hachero, and Police Officers 2 Eronn Decatara, Weavin Masa, Jerome DatingGuinoo, and Mark de la Paz early this month — but only one, Emlano, was turned over to the custody of the court.

The other policemen escaped while under the restrictive custody of the Quezon City Police District (QCPD). Villanueva, the mastermind who turned himself in to the Criminal Investigation and Detection Group last October, has disappeared.

Caloocan policeman Emlano had earlier denied participating in the attempted daylight robbery and attempted kidnapping, claiming he was in Malabon on the day it happened.

QCPD director Chief Superintendent Joel Pagdilao has relieved the head of the QCPD holding center after the police officers could not be found at their headquarters, according to the report.

The “hulidap” incident was first unfoiled when someone posted a photo on Twitter, mistakenly describing it as a case of road rage.
