PNoy says rehab of Yolanda-hit areas will be done by 2017

Is this a decent timeline or is it too slow?

“In an briefing for Philippine development partners on Reconstruction Assistance on Yolanda (RAY), President Benigno ‘Noynoy’ Aquino III said the government is looking at 2017 when stronger and resilient infrastructure are expected to replace buildings damaged by Typhoon Yolanda,” reports ANC.

The report quoted the President, who said,”We know that we cannot allow ourselves to be trapped in a vicious cycle of destruction and reconstruction. We know that it is more efficient to prioritize resilience now, rather than to keep rebuilding. This is why we are going to build back better.”

The total cost of rehabilitation is estimated to be PHP361 billion.
