The Office of the Ombudsman has charged Jaime Padillo Eclavea, former assistant regional director at the Department of Social Welfare and Development (DSWD) Field Office VIII in Tacloban, for violating the Anti-Sexual Harassment Act of 1995.
Eclavea was said to have demanded sexual favors from a job applicant.
“According to the prosecution, Eclavea asked [the victim] to sleep with him at his lodgings as a condition for being hired. Eclavea allegedly threatened that he would not hire [the victim] if the latter refused his sexual favors,” reports Marc Jayson Cayabyab in Inquirer.net.
The prosecution pointed out that Eclavea went on “satisfying his carnal desires by embracing [the victim] and caressing his chest, belly and private parts.”
