The Commission on Elections (Comelec) has put its foot down on the issue that Manila Vice Mayor Isko Moreno committed election violations by having bingo cards printed with his name on it.
In a GMA News report, Comelec chief Sixto Brillantes Jr. said the bingo cards may be considered as a form of campaigning; however, since the official campaign period has yet to begin, this cannot be considered as an election violation.
Local candidates may only start campaigning by March 29.
