Is this for real?
In a bid to ease traffic woes in Metro Manila, the Department of Transportation (DOTr), the Inter-Agency Council on Traffic (i-ACT) and the Metro Manila Council (MMC) have agreed to implement the “no window hours” scheme along Epifanio Delos Santos Avenue (EDSA) and C-5 Road. It’s supposed to start next Mon, Oct 17.

A dry run of the policy began on Wed, Oct 12, and lasts until Fri, Oct 14.
“For the Metropolitan Manila Development Authority (MMDA), the first day of the dry run of the ‘no window hours’ policy was a ‘relative success’ since it reduced travel time on Edsa by three minutes,” reports Inquirer.net.
MMDA general manager Tim Orbos was quoted as saying, “I think it is effective. We have reduced travel time [by] three minutes. We were only targeting five minutes.”
That being the case, didn’t they still miss the negligible five-minute target?
Then again, Orbos is ecstatic over other stats.
Malaya quoted him as adding, “To say that yesterday was a resounding success will be overstretched but if you look at numbers, 400 apprehended without violation tickets. Plus, the fact that traffic (was smoother) along EDSA. I think this is good enough to say we are on the right direction.”
