Mandatory safety course for motorbike drivers proposed

The rising number of motorcycles on the road and the accidents caused by its drivers is so alarming that a congressman has pitched for a mandatory safety course for all motorcycle riders. Citing an eight-percent increase in motorcycle accidents over a five-year period in Metro Manila alone, Catanduanes Rep Cesar Sarmiento said the number was clearly caused by a lack of education among riders. In the proposed measure, motorcycle dealers must hold a motorcycle safety riding seminar to new owners. Dealers face a stiff fine, as well as the public official who allowed the owner to register despite not taking the seminar. We hope the good intention of this bill survives the cruelty of the legislative mill.
