“Though the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) says Typhoon Yolanda will make landfall in Eastern Samar, the Makati City government on Thursday ordered the Makati Disaster Risk Reduction and Management Council (MDRRMC) to activate the city’s Incident Command System (ICS) to prepare for it,” reports Mike Frialde in The Philippine Star.
Yolanda, touted as a “super typhoon,” is also expected to affect Metro Manila, where heavy rains could cause flooding. *Several areas in the Visayas and Mindano have been placed under Signal No. 2.
