Makati to go after smoke belchers who refuse to pay fines

Makati City Major Junjun Binay has ordered the Makati Pollution Control Office (MPCO) to run after vehicle owners who have been caught smoke belching but falsely declare their license plates as missing with the Land Transportation Office (LTO).

MPCO chief Ricardo Suarez reported to Binay that they have observed offenders executing affidavits of loss for their confiscated license plates so as not to pay the fines. Some of the unsettled fines are said to date as far back as January 2012.

Suarez said his office will coordinate with Assistant Secretary Virginia Torres of the LTO to propose measures against the deliberate submission of affidavits of loss in vehicle registration, Inquirer News reported.
