Las Piñas Rep. Mark Villar pushes ‘Exact Change Act’

“Las Piñas Rep. Mark Villar stated that he’s confident that House Bill 4730 or the Exact Change Act — which mandates business establishments to give exact change to its customers — will be passed into law before 2016, as his colleagues approved the measure on third reading,” reports Dennis Carcamo on Philstar.com.

Villar, who heads the House Committee on Trade and Industry, said, “Whether it’s five centavos or twenty pesos, our consumers have the right to demand exact change. This is a right that need not be insisted on.  We want to make sure that this time onwards, this right is respected.”
 
The report noted: “As such, House Bill 4730 seeks to prohibit business establishments from giving insufficient change or no change at all to consumers, regardless of the amount.”
 
The report added that those who violate the bill’s directive may also face license revocation as well as fines ranging between PHP500 and PHP25,000.
