The Presidential Communications office has singled out Philippine Daily Inquirer for what it deemed a “very misleading headline” that’s put Transportation secretary Arthur Tugade in a tight spot.
On Wed, Sep 7, he was quoted by the broadsheet as saying that traffic was nothing more than a “state of mind.”
According to PCO, this was Tugade’s original statement: ”A state of mind adds to the problem of traffic. Let’s stop blaming traffic. If you’re late, that’s that.”
His message, it explained, was said in the context of people who use traffic as an excuse for being late.
Inquirer says it stands by its report.

As for us, we’ll keep blaming traffic until someone fixes it because even if it doesn’t cause us to be late, it still eats up time which we could be using for something else.
