Filed: Bill establishing National Sex Offender Registry System

Anti-Crime and Terrorism-Community Involvement and Support  (ACT-CIS) party-list Rep. Samuel D. Pagdilao has filed House Bill 6301, which seeks to establish a National Sex Offender Registry System.

“The bill stipulates that the sex offender registry will require persons of crimes against chastity and morals to give sufficient information to law enforcement agencies of the possible threat that they might present in the community,” reports Ben R. Rosario in Tempo.

Pagdilao explained that “the proposed database system will boost the country’s capability to monitor the activities of foreign pedophiles and at the same time warn communities that a sexual predator may be within their midst.”

Keeping in mind that civil and human rights groups might interpose strong objection to the bill, Pagdilao pointed out that “HB 6301 does not aim to humiliate or embarrass convicted sex offenders.”

Pagdilao stated, “However, the high risk of recidivism in sex offenders calls for this drastic and serious measure, which is necessary for the protection of children and society from sex-related crimes.”
