The Metropolitan Manila Development Authority (MMDA) have caught some individuals deliberately clogging the water drains and inlets with “solid and plastic materials” to prevent the floodwaters from receding. This is so they would have more vehicles to push through the flooded streets and earn a few pesos.

In a GMA News report, MMDA flood control officials said they caught some residents clogging the inlets at the westbound part of España Boulevard. Others would also intentionally “litter” after city sanitation workers clean up the garbage on the streets.
