Because he’s not really “The Punisher.”

“Mayor Rodrigo Duterte condemned the carnage in Mamasapano, Maguindanao, that left 44 Special Action Force (SAF) commandos of the Philippine National Police (PNP) dead following a clash with members of the Moro Islamic Liberation Front (MILF) and the Bangsamoro Islamic Freedom Fighters (BIFF) last Sunday, January 25,” report Alexander D. Lopez and Genalyn D. Kabiling in Manila Bulletin.

The report noted: “Despite the bloodbath, Duterte said the government and the MILF must continue with the peace process.” He said, “It might not sound good to everybody but we have no choice. We cannot go back to war.”

In any case, Duterte also said that the operation conducted by the PNP-SAF was “a reckless adventure.” He pointed out that it was either “poorly planned or was not planned at all.”
