Philippine President Rodrigo Duterte met with the family of 19-year-old Carl Angelo Arnaiz, found riddled with bullets at a Caloocan City morgue last week, at the Malago Clubhouse in Malacañang Park yesterday.
Photos and details of the meeting were posted on the Presidential Communications Department Facebook page and were shared by the president’s official Facebook and Twitter accounts.

Justice Secretary Vitaliano Aguirre II, who was also at the meeting, said that the president promised Carl’s parents, Carlito and Eva Arnaiz, that the investigation on their son’s case will be “fair and impartial.”
Also present during the meeting were Carl’s sister Camille Arnaiz and Public Attorney’s Office Chief Persida Acosta.
Last week, 10 days after he went missing, Arnaiz was found in the Caloocan City morgue — the same city where 17-year-old Kian delos Santos was shot and killed by police just two weeks before.
Arnaiz left his house with 14-year-old Reynaldo de Guzman to buy some snacks but never returned.
A spot report by the police says that Arnaiz was killed in a shootout with police after he attempted to rob a taxi driver in Caloocan City, but an autopsy later revealed the teenager may have been tortured. The body had four gunshot wounds in the chest and one in the right arm.
Duterte said in a public speech last week that police are “free to kill” those who resist arrest. That speech came only hours before meeting with the family of delos Santos.
