Philippine President Rodrigo Duterte has said some unbelievable things in the past, but this has got to be one of the craziest.

During a campaign rally held on Thursday at the Puerto Princesa City Coliseum in Puerto Princesa, Palawan, Duterte boasted that he has an impressively turgid penis, one that points all the way up.

No kidding. He really did say that.

After calling opposition senatorial candidate Chel Diokno “ugly,” Duterte changed gears and said that a man is measured by his character. A noble statement that was followed by an odd one. He then said that a man’s good looks won’t matter if he has a small penis.

That’s why he said that he would have been unhappy if God gave him a tiny penis.

“If God gave me a small penis, I would have cut it in front of the altar,” Duterte said, as the crowd laughed. “Son of a b*tch, is this all you have given me?”

He then turned nostalgic and said that when he lived at the YMCA in Manila when he was a student, he would walk around stark naked, while other residents would cover up with a towel.

Duterte said the sight of his penis drew admiration from other residents and that they would look at it.

“My towel, I won’t [wrap it around me]. I will just walk towards them [naked] — they would admire me. [They’d tell me] ‘Son of a b*tch, Duterte, you’re so hard!'”

Duterte’s penis speech didn’t end there. He added: “When I was young, [my penis] almost looked up to the sky.”

To illustrate his point even more clearly, Duterte moved his microphone up and pointed it all the way to the ceiling, as the audience laughed at his antics.

He even said that his penis was so upright that its head would almost reach his belly button. He added: “I’m very thankful to my father. At least he let me out into the world highly-equipped.”

Duterte then recalled visiting a place which he simply described as full of women. “They ran away. [They said, referring to me] ‘We don’t like him. That skinny guy. He won’t stop [having sex].”

The president is known for acting unpresidential in public. He also consistently talks about inappropriate sexual anecdotes that are sexist and problematic. This includes his anecdote in December 2018 about inappropriately touching the family’s domestic helper when she was asleep, back when he was still a teenager. This caused much outrage, until his spokesperson Salvador Panelo said that the whole sordid story was untrue.

Update: The article was revised to mention that the event occurred on Thursday.
