It’s complicated.

“The Department of Foreign Affairs (DFA) has repatriated 43 Filipinos who had been arrested for illegal fishing last September 16, 2014 in Ternate, North Maluku in Indonesia,” reports InterAksyon.com.

The Filipino fishermen had no passports or travel documents when they entered Indonesian waters. The master of the vessel, Alan Abi, managed to evade arrest.

According to a statement released by the DFA on Wed, Feb 25, “the fishermen, who crewed the fishing vessel KM Love Merben, returned home on February 23 and were received at the DFA by Undersecretary for Migrant Workers Affairs Jesus Yabes.”

The fishermen told Yabes they intend to file charges against Citra Mina, the agency that recruited them.
