“The Department of Agriculture (DA) acknowledged that the tight supply of chicken has caused farmgate prices to go up,” reports Ellalyn De Vera in Manila Bulletin.

However, the DA, reiterated that “there is no shortage of chicken meat.”
But then the DA also said they were closely monitoring inventories and price movements, particularly in the farmgate level, to address the “temporary tightness” in the supply of the commodity due to “distribution issues.”
That really doesn’t sound so good when you read between the lines.
