Court backs phaseout of old ‘mega taxis’

The Court of Appeals has ruled in favor of the Land Transportation Franchising and Regulatory Board, which has ordered public utility vehicles older than 13 years old phased out.

The LTFRB issued the order last year, saying old PUVs should be replaced by models that are three years old at most. 

Groups like Piston party-list that are opposed to the phase out of old PUVs say it will deprive thousands of drivers and operators of their livelihood. Piston president George San Mateo has said the phaseout favors big businesses and Asian Utility Vehicle dealers at the expense of poor drivers.

The CA said it did not have authority over how LTFRB exercises discretion as a franchising body. LTFRB chairman Winston Ginez said the the phase out will modernize the country’s transportation system by replacing vehicles that are no longer roadworthy, Ginez said in an Interaksyon report.
