PO1 Rollsmith Ducusin, a patroller, and PO2 Teejay Valdez, an Action Pre Non-Commissioned Officer (PNCO) Admin, had a previous argument regarding attendance and the Performance Governance System. They ran into each other in the hallway near the station commander’s office and a gunfight ensued.

SPO2 Arnel Fortes tried to stop Ducusin and Valdez and was hit by a bullet in the head. Ducusin was hit in the right arm, while Valdez was wounded in the abdomen.

Fortes, Ducusin, and Valdez were all rushed to the Quirino Memorial Hospital. Ducusin and Valdez were eventually treated and pronounced as OK, but Fortes was in critical condition and required an operation. At around 1am on Thu, Mar 17, Fortes died on the operationg table.

Investigators from the QCPD Criminal Investigation and Detection Unit are still looking into the incident.

In an ABS-CBN News report, QCPD District Director, Chief Superintendent Edgardo Gonzales, was quoted as saying, “We have to get to the bottom of this case. Is there a breakdown ng leadership? Is there a need for us to bring in another station commander (at the Eastwood-Libis station)?”
