A controversial businessman accused of beating up actor Vhong Navarro in 2014 and a former mayor of a town in Bataan  have been charged over an alleged “ghost project” in 2005. The said project amounted to a little more than PHP14 million.

“On Monday, June 22, the Ombudsman filed before the Sandiganbayan one count of malversation and count of violating Section 3(e) of the Anti-Graft andd Corrupt Practices Act (Republic Act 3019) against businessman Cedric Lee and former Mariveles Mayor Angel Peliglorio Jr. for their alleged involvement in a construction project at the Mariveles Public Market in 2005 that amounted to PHP14,056,084.43,” reports Jeffrey G. Damicog in Tempo.

The Ombudsman indicated that Peliglorio gave the amount as advance payment to the company where Lee serves as president and CEO — Izumo Contractors.

The report noted: “Despite the advance payment — which was allegedly done at Lee’s request — the construction project that was supposed to be conducted by Izumo never commenced. It was also found that the payment was done without procedural safeguards, guarantee of performance, and violated Commission on Audit rules.”
