The entire province of Cavite will be placed under general community quarantine (GCQ) starting May 16, Governor Jonvic Remulla today said in a Facebook post.
Remulla said that according to the national government, this means that the province will now be allowed to reopen its malls and allow restaurants to offer take-out services. He added that construction projects and other industries classified as “non-essential” will be allowed to resume, but only partially.
Booze however, will still be banned in the province, and wearing face masks will still be required. He added that people will still need to present a quarantine pass whenever they leave their homes unless they are going to work. The curfew, which starts from 8pm until 5am, will still be in effect, but workers will be exempted.

Remulla added that rules on public transport will be later issued by the country’s anti-COVID-19 task force, and transport department.
Under the enhanced community quarantine, the stricter form of lockdown, all forms of mass transport are suspended, but public transport in GCQ areas are allowed to continue under the condition that they carry passengers at half capacity.
Despite the loosening of the quarantine, mass testing will only begin on May 18. First to be tested are healthcare workers, the police, then relief workers or people bringing aid and essential goods to constituents under lockdown.
“I know you have a lot of questions. Let’s wait for our government to make plans before we complain. Let’s not celebrate just yet, while our [current quarantine] is improving, the second wave of COVID is surely coming. We should still be vigilant in implementing social distancing and good hygiene practices,” Remulla said.
