Bill seeks to control collection of parking fees

The vehicle owners of Metro Manila may soon get some relief from parking fees.

“1 SAGIP party-list Rep. Erlinda M. Santiago filed House Bill (HB) 902 prohibiting business establishments—as well as schools—from collecting fees within three hours from the time a customer entered the parking premises,” reports Charissa Luci of the Manila Bulletin.

Santiago explained, “The provision of parking facilities or spaces is a basic amenity that the costumers expect no less. It is not, therefore, an excuse that they should unreasonably collect parking fees on the pretext that they need to recoup their investment in providing and maintaining such facility, when the underlying reason is to entice discriminating consumers on the first place.”

HB 902 also states that “customers who purchase a product or service within the establishment will be entitled to a 10% parking fee rebate if the value of his or her total purchase is not less than PHP1,000.”
