Since the Department of Social Welfare and Development does not want children clogging the streets of Metro Manila during the already jampacked Christmas season, it is awarding each barangay in Metro Manila PHP100,000 each.
The fund is meant to be used by the barangays to create diversion programs for children who would otherwise be caroling in the streets.
