Arroyos file bill to penalize sidewalk vendors

Camarines Sur Representative Diosdado Arroyo and Pampanga Rep. Gloria Macapagal-Arroyo have filed a bill that will penalize putting up temporary shelters, stalls, and structures on streets, bridges, and sidewalks.

“It has been observed that some city, municipal and even provincial streets, avenues, alleys, sidewalks, bridges, parks and other public places are not properly utilized by road users and the public,” Rep. Arroyo said. 

The bill, if passed into law, will prohibit the use of streets, sidewalks, avenues, alleys, bridges, parks and other public places for vending. The bill also penalizes using public spaces like roads for washing clothes, bathing, as a makeshift automotive repair shop, and as a basketball court.

Local governments may grant temporary permits for special celebrations and for civic and charitable purposes, though.

Misuse of public spaces like sidewalks will carry a penalty of a fine of PHP1,000 and 30 days imprisonment.
