The bad news is that he’s still at large.
“A San Juan City judge has issued an arrest warrant against the prime suspect in the rape and murder of an 11-month-old girl last Aug 1,” reports Non Alquitran on Philstar.com.
The report noted: “Regional Trial Court Branch 162 Judge Cesar Sulit recommended no bail for Arnel Tumbali, who is the subject of a police manhunt.”
It may be recalled that there’s a PHP200,000 reward for any information leading to Tumbali’s arrest. The reward money was raised by San Juan City Mayor Guia Gomez and a concerned citizen, with each contributing PHP100,000.

The report added that there was one time when “witnesses claimed that Tumbali was seen roaming around in Mandaluyong City but he was nowhere to be found when responding policemen arrived.”
