In what appears to be some Halloween hijinks gone seriously awry, a partygoer was arrested in Lan Kwai Fong on Sunday after handcuffing a woman he was talking to at a bar, then losing the key.
Oriental Daily reported that the incident happened at about 5am Sunday morning when a 30-year-old Nepalese man and HKID card holder struck up a conversation with a 31-year-old woman surnamed Chan at a bar in D’Aguilar Street in LKF.
He then took out some handcuffs and cuffed both of Chan’s hands. However, the Nepalese man could not find the keys to the handcuffs, prompting people nearby to try and help free Chan.
The alarm was sounded and police arrived to release Chan and investigate what happened.
The newspaper said officers believed the Nepalese man was just playing around. However, he was arrested on suspicion of possessing an offensive weapon.
According to the Summary Offences ordinance, possessing handcuffs and any other instruments that can be used to physically restrain a person can land you a HK$5,000 fine and two years in jail.
A barrister who spoke to the newspaper said possessing plastic handcuffs is not illegal. However, metal handcuffs are considered offensive weapons because they are used for detainees.
For anyone planning to dress up as a police officer for tonight’s Halloween celebrations, that’s probably good to know.
