Illegal bars flock to industrial buildings

The often illegal “upstairs bar,” with its cheap beers and dice games, is a favourite hangout for locals, but with more frequent police raids, these bars are flocking to buildings in industrial areas to avoid prosecution.   

Although the Kwun Tong industrial area is quiet at 8:00pm on a Friday night, bars inside commercial buildings are doing a brisk business, where locals drink beers by the bucket, play dice games, and smoke cigarettes. Security at such bars, which serves only known customers, are tight, with CCTV installed. 

Furnishings at such bars are usually sparse, though a few have dart machines, and beers go for as low as HK$20 a pop. Sources familiar with such bars say that they may become a breeding ground for drug use or drug parties.
