Ricky Wong Wai-kay, Hong Kong Television Network chairman, confirmed to apply for judicial review after seeking legal advice.
The Hong Kong Chief Executive, CY Leung said that the government had complied with correct procedures and legal requirements, no political factors played a part in the decision, government adopted a gradual approach to support the market and bidders were notified, and lastly no officials can promise a free-to-air TV license.
Earlier this week, Wong leaked that a woman official invited him to apply in 2009, sparking rumours that it may be Rita Lau Ng Wai-lan, commerce minister in 2009.
