Former chief secretary Henry Tang Ying-yen’s wife Lisa Kuo Yu-chin may have received one of the heaviest illegal structure fines in Hong Kong in the past 10 years, but a fine of HK$110,000 is really small change to them, don’t you think?
If you remember the media reported they were planning an illegal basement at their 7 York Road, Kowloon Tong home, equipped with Japanese spa facilities, wine cellar, home theatre, and gymnasium!
The court said the judgment needed to reflect the severity and size of the illegal structure, in this case the basement was 70 per cent bigger than what was approved.
Kuo knew that she needed to get planning approval but didn’t and she told the court she is extremely remorseful for her actions in mitigation and that the case brought a lot of stress. The court refused her plea for that she was under pressure.
